Chappelly Autos Bassendean

The former Chappelly Autos site at 68–70 Old Perth Road, Bassendean was previously occupied by a long-standing automotive business before being demolished in April 2022 as part of a proposed expansion of the adjoining aged care precinct. The former addresses have since been amalgamated into 27 Hamilton Street and no longer exists as separate properties.

 

Earlier tenants

From around 1930, the site was occupied by service stations incorporating motor vehicle sales until at least the 1960s. In 1940, the service station was operated by Pelusey & Brown. Between 1945 and 1946, Frank Hooper operated a motor service station from the site. From 1947 onwards, John Wilcock is recorded as operating a motor garage.

 

Chappelly Autos

At some point, Chappelly Autos became the occupant of the site and remained a long-standing local business for many decades. They specialised in used vehicle sales, mechanical servicing and automotive repairs. Despite its local significance, very little published information can currently be found about the origins of the business or when it first began operating from the site.

 

Aged care facility

By 1971, part of the land had been converted into a Class C hospital containing 39 beds. The hospital later became an aged care facility that continues to operate on Hamilton Street today.

 

Redevelopment

On 24 September 2014, 68 and 70 Old Perth Road were sold together for $2.2 million to T & T Management Services Pty Ltd. They appear to function primarily as a property holding and development entity associated with the Aegis Aged Care Group. Their role is likely to acquire land, coordinate planning approvals and facilitate redevelopment projects on behalf of the aged care operator.

 

The purchase was intended to expand the existing Aegis Bassendean aged care facility located at 25–27 Hamilton Street. Plans were developed to integrate the Old Perth Road properties with the existing nursing home to create a larger aged care campus.

 

Approval is given

On 17 May 2018, the Metro Central Joint Development Assessment Panel approved a mixed-use development application comprising additions and alterations to the nursing home, three commercial tenancies and 18 over-55 multiple dwellings. The original proposal was five storeys in height.

 

A revised proposal was submitted in 2020 under DAP/20/01833 following changing market conditions. The over-55 apartments were removed due to a lack of demand and replaced with additional aged care accommodation, while the overall height of the development was reduced from five storeys to four.

 

The revised proposal included three commercial tenancies on the lower ground floor, 39 aged care beds on the upper ground floor connected to the existing facility, 27 aged care beds and staff amenities on the first floor, 37 aged care beds on the second floor and 33 aged care beds with therapy, dining and communal areas on the third floor. In total, the development proposed 136 aged care beds and approximately 260 square metres of commercial space.

 

The existing nursing home was intended to be retained, modified and incorporated into the new development. Conditions of approval also required 25–27 Hamilton Street, 68 Old Perth Road and 70 Old Perth Road to be amalgamated into a single lot.

 

Demolition

Chappelly Autos was demolished in April 2022 to make way for the future redevelopment. However, despite planning approvals being granted several years earlier, construction of the new development has yet to commence.

Cheapy Car Rental Ascot

The former Cheapy Car Rental site at 292 Great Eastern Highway, Ascot is one of many ordinary Perth businesses that many people would recognise but very few would know anything about. As is often the case, finding information on the site proved difficult.

 

Adding to the confusion, some property databases list 292 Great Eastern Highway as two separate halves of the same property. This appears to be due to the site comprising two separate lots, being Lots 790 and 791, despite sharing a single street address. Records also inconsistently place the property in Ascot or Redcliffe, making research even more challenging.

 

The small building that occupied the site was constructed in 1952 and remained largely unchanged for more than 70 years before finally being demolished in January 2026. In its final years, the vacant building became home to a number of squatters, including one individual who had made an impressive effort to turn the building into a liveable home, keeping the exterior neat, organised and well maintained.

 

Early automotive use

Although the original planning application cannot be located, correspondence from the City of Belmont indicates the site was approved for use as a used car sales yard on 25 October 1982. A letter sent to the Motor Vehicle Licensing Board on 8 May 1983 confirmed this approval, subject to conditions. In September 1986, the City advised that the approval remained valid and that the property could continue operating as a used car yard.

 

Sporty Auto Wholesale became associated with the property during this period. The business was registered on 13 January 1987 and remained active until March 2002. In June 1997, the City investigated unauthorised car wrecking activities occurring on the site. Council ultimately allowed car parts and accessories to remain for the purpose of servicing vehicles being sold but did not permit the servicing of hire vehicles from the property.

 

On 6 May 1992, an application was lodged to expand the site's operations to include motor vehicle hire in addition to motor vehicle sales. Approval was granted just a few days later on 11 May 1992.

February 2021

Cheapy Car Rental

Cheapy Car Rental was first registered on 24 April 1992 and appears to have begun operating from the site shortly afterwards. The company advertised that it had been serving the vehicle rental industry since 1993 and was operating from 292 Great Eastern Highway by at least 2002.

 

The business was closely associated with MH Brothers Pty Ltd, which operated under the Cheapy Car Rental trading name from 24 April 1992 until 18 August 2015. MH Brothers also registered a number of unrelated business names over the years, including No.1 Western Bee and Australian No.1 Olive Oil.

 

The property itself remained in MH Brothers' ownership before being sold on 26 June 2014 for $1.65 million. Surprisingly, this appears to have been the first recorded sale since the small building was constructed in 1952.

December 2021

Ausquest Land Pty Ltd

Ausquest Land Pty Ltd, a company registered on 24 November 2014 and based in Booragoon, purchased the site. Interestingly, the company does not appear to own any other properties, with its only assets being the two lots that make up this site. Very little else information can be found on the company, with no obvious history or activity emerging since it was registered.

 

Development application

In 2017, Resolve Group Pty Ltd lodged Development Application DAP/17/01325 on behalf of Ausquest Land Pty Ltd for a major redevelopment of the property. The proposal included 68 apartments, a convenience store and a restaurant. The application was later revised and reconsidered in January 2022.

 

The Metro Central Joint Development Assessment Panel ultimately refused the proposal, citing several design issues. These included inadequate side and rear setbacks, poor building separation, insufficient solar and daylight access, inadequate natural ventilation and unacceptable visual privacy impacts on neighbouring properties.

December 2024

Bayswater location

Cheapy Car Rental (WA) Pty Ltd was registered on 23 July 2013 and remains active today, with its primary business location now listed as 22 Katanning Street, Bayswater. The Cheapy Car Rental business name was later registered in July 2015. The address is also associated with M.Q. Smash Repair, a business registered in October 2015 and operated by M. G. Severn, who was also involved in Drone Image & UAV Services between 2016 and 2019.

January 2026

Cheapy Car Rental Redcliffe

Cheapy Car Rental also occupied another nearby property at 335 Great Eastern Highway, Redcliffe. MH Brothers Pty Ltd purchased the property on 15 April 2010 for $1,127,500. The building itself dates to 1930 and had previously been owned by PC Consultants (WA) Pty Ltd, who acquired it in 1994.

 

After 14 years of ownership, MH Brothers sold the property on 18 April 2024 for $1,160,500 to two private owners. While no redevelopment application has yet been lodged, redevelopment of the site is considered likely in the near future.
