EQ West - Lots 2 & 3, Elizabeth Quay
Impact on the Bali Memorial
As the southern tower rose, it affected the Bali bombing memorial in Kings Park. The memorial had been designed so that sunrise on 12 October would illuminate the names of the 16 Western Australians killed in the 2002 bombings. By the twentieth-anniversary service in October 2022, EQ West obstructed the intended sunlight. The impact prompted disappointment from relatives and the Bali Memorial Association.

2023 development changes
A further amendment application was lodged on 28 June 2023. It proposed converting all permanent residential apartments in the northern tower into hotel rooms and changing the apartment mix in the southern tower. The resulting scheme would contain 220 dwellings and 360 hotel rooms. Parking would fall from 465 to 387 bays, while commercial uses within the northern podium would be rearranged, including an expanded fourth-floor tavern.
The Design Review Panel considered the amendment in August 2023 and concluded that it would retain the development’s exemplary design. The Central Perth Land Redevelopment Committee subsequently considered affordable-housing provision, the reduction in one-bedroom apartments, apartment layouts and potential noise and visual impacts between the towers. Its October report recommended approval to the DevelopmentWA Board. These figures describe the amendment presented for approval. The recommendation itself does not establish the Board’s final decision.

Construction delays and payment disputes
Completion dates continued to move. A 2021 industry report anticipated completion in mid-2022. In September 2025, DevelopmentWA chief executive Dean Mudford expressed confidence that the development would finish by the end of that year, citing the pandemic and wider construction pressures among the difficulties it had encountered.
Payment disputes also became public. In January 2026, The West Australian reported that SRG was seeking to seize a West Perth apartment over unpaid debts from D&C Corporation. Further reporting concerned continuing proceedings during 2026. These disputes form part of the project’s history, although the available records do not establish how much of the overall delay they caused.
By January 2026, Premier Roger Cook had publicly urged the developer to complete the project. Reporting also identified concerns about works intended for eventual handover to the City of Perth. On 12 May 2026, the State Government told Parliament that works on Lots 2 and 3 were substantially near completion and that the development would become operational following finalisation of the hotel component. No opening date was provided.

Status as at October 2026
As at October 2026, the site remained fenced off, approximately seven years after construction began. Although the towers appear largely complete externally, a confirmed opening date had not yet been established.
